About the Position

The municipality is seeking a manager for the section of strategic local supply. In this key role, you will have a large mandate and unique insight into the opportunities and challenges of a growing metropolitan municipality regarding premises and properties. These resources are crucial for meeting and understanding the demographic development and what it means for welfare in terms of properties and premises.

You will lead a team of five employees, including local strategists, a local controller, and a senior change leader. You report to the municipality's finance director and are part of her management team.

Responsibilities

The section for strategic local supply has the overall responsibility to plan and order the municipality's community properties based on the needs of the operations, such as preschools, schools, elderly care homes, social housing, sports facilities, and libraries. The assignment is municipality-wide and involves working for long-term planning, coordination, a holistic view, and prioritization.

The section acts as a client function towards both internal and external property owners and accounts for the municipality's second-largest budget item. Your work includes both long-term and short-term planning, which you develop in dialogue and collaboration with committees and administrations, relevant municipal companies, economic units, procurement, and more within the municipality.

The section conducts investigations and analyses, coordinates and follows up on local issues and investments, maintenance, new investments, and operations. You are also a presenter in the group for local governance across the organization. Regarding working methods and approaches, you have the support of politically decided steering documents such as the local supply policy.

Your Background

We are looking for someone who has:

an academic education, such as a Master of Business Administration or a Master of Science in Engineering with a focus on real estate, or another education that the employer assesses as equivalent in combination with relevant work experience,
several years of experience as a manager or leader in a politically governed organization,
solid experience from the real estate industry, such as property economics, property law, and/or rental law,
several years of experience in strategic local supply and/or strategic property management,
experience in strategically coordinating and leading, for example, local development projects,
good oral and written skills in Swedish as well as basic knowledge of the Office suite programs.

Experience working in a matrix organization is an advantage.

You are an experienced and stable leader with good judgment, personal maturity, and clarity. Your way of collaborating and cooperating is characterized by a lack of prestige, flexibility, and diplomacy. Your communication style is marked by the ability to explain complex issues clearly and simply tailored to the audience. You find it easy to create contacts and collaborations, and you possess analytical and strategic skills.
